Rove discloses $2,073 shotgun as a gift

WASHINGTON — The owner of the South Texas ranch where Vice President Dick Cheney accidentally shot a hunting companion chipped in for the gift of a shotgun for presidential aide Karl Rove last year.

Specifically, a Beretta 687 Silver Pigeon II, a 20-gauge shotgun worth $2,073 that Katharine Armstrong and 10 other friends gave the senior adviser and deputy chief of staff to President Bush, according to financial-disclosure forms released Friday for top White House aides.


The only detail provided by White House spokesman Ken Lisaius was that the shotgun was a gift to Rove from friends.

Rove's disclosure revealed he is worth between $1.8 million and $6.9 million, mostly in stock and bond funds, a rental house in Ingram, Texas, and a Florida beach house. He reported receiving several other gifts, including from Nancy Reagan a $411 shadowbox with silver coins that included former President Reagan's signature.

The disclosures cover 2005. Federal ethics laws require that financial information be reported in broad ranges.

White House chief of staff Joshua Bolten listed assets worth $1.1 million to $2.3 million, including a vacation home in Key West, Fla., worth $500,000 to $1 million.

Bolten reported receiving tickets worth $8,000 to the Kennedy Center for the Performing Arts, two for the National Symphony season-opening ball in September 2005 and two for the Kennedy Center Honors in December 2005.

Joel Kaplan, the former deputy White House budget director who is now a deputy chief of staff, listed $60,000 to $115,000 in law-school loans and reported that he took out a nine-month loan in 2005 to buy a Tiffany engagement ring worth $15,000 to $50,000.

Bush's national-security adviser, Stephen Hadley, listed assets held by him, his wife and his two daughters worth $2.8 million to $6.8 million. His holdings include money-market accounts, CDs, investment funds, life-insurance policies, a real-estate partnership, retirement accounts and education funds.

Dan Bartlett, counselor to the president, has from $417,021 to $1.1 million in stock, bond and money-market funds, about the same as last year. His assets include land in Kerr, Texas, worth $15,000 to $50,000.

Allan Hubbard, Bush's top economic adviser, and his family reported assets of $11.7 million to $52 million in private holdings, retirement accounts and other business investments. He reported that the total included his wife's assets of between $9.8 million and $46.7 million and his children's assets of between $500,000 and $2.8 million.

Investigators from five federal agencies acted under search warrants at the home of Kyle ``Dusty'' Foggo in Vienna, Va., and his office at the CIA's Langley, Va., campus, FBI spokeswoman Debra Weierman said. Both locations are in the Washington suburbs. The warrants themselves were sealed and officials would not discuss what agents were seeking. Foggo agreed to step down as the CIA's executive officer under pressure because federal authorities are investigating whether he improperly awarded contracts to San Diego businessman and friend Brent Wilkes, according to federal law enforcement and intelligence officials. They spoke on condition of anonymity because investigations were ongoing. Prosecutors have implicated Wilkes in a scheme to bribe former Rep. Randy ``Duke'' Cunningham, R-Calif., but he has not been charged and his lawyer has said Wilkes did nothing wrong. Among the contracts under scrutiny is one that dates from Foggo's previous job of running the logistics at a secret facility in Europe that supplies CIA personnel in war zones, the law enforcement official said. Foggo gave the multimillion-dollar contract to supply bottled water to a Wilkes-related company, the official said. Foggo, who was in the process of clearing out his office at the end of a 25-year CIA career, has denied any wrongdoing. ``Mr. Foggo maintains that government contracts for which he was responsible were properly awarded and administered,'' the CIA said in a statement last week. CIA spokeswoman Jennifer Millerwise Dyck said Friday that top CIA officials were informed of the warrants shortly before the searches began. ``The agency is cooperating fully with the Department of Justice and the FBI,'' she said. The agencies taking part in the searches are: the FBI, the Internal Revenue Service, the Defense Criminal Investigative Service, the U.S. Attorney's office in San Diego and the CIA's inspector general, Weierman said. The inspector general has been investigating Foggo's relationship with Wilkes for more than two months. The inquiry stems from the investigation of Cunningham, who is serving a prison term of more than eight years after admitting last year that he took $2.4 million in bribes from government contractors. Mitchell Wade, another contractor, pleaded guilty in February to conspiring with Cunningham and is cooperating with investigators. Wilkes is described in court papers as an unindicted coconspirator. The investigation includes allegations, raised by Wade, that Wilkes provided Cunningham with prostitutes, limousines and hotel suites. Foggo has acknowledged participating in poker games organized by Wilkes at the hotel rooms, but he has said nothing untoward went on while he was there. ``If he attended occasional card games with friends over the years, Mr. Foggo insists they were that and nothing more,'' the CIA statement said. "and the like" trying to stir the pot of hate in a continual DO loop. One radio talk artist this afternoon referred to then and now. He said, at one time we had vast acres of open emptiness, (with a need to be occupied) else, another country would squat and possess the land. Now it is different he says now we are full and we dont want no more immigrants coming over the river. This is the same way of natural migration (to and fro) that used to be legal. Now this same method of immigrating across the Rio Grande is illegal. The problem is the Corporate & The Country's economy will suffer if there are no "illegal" (undocumented) workers. Will the prices go up if this pool of raw labor evaporates? Prices of what? Tomatoes? Produce?? Taquitos? Chinese Food?? He speaks as if they are a nuisance as does many a hater. In the same breath the economically ignorant want to put a WALL or Minute Men and now the National Guard. The is a waste of money and injurious to our Nations Economy. This is a Politicians Game of Divide & Conquer. A nuisance? Like Pests? Like Sugar Ants maybe, as the hater whines of the multitudes of human beings crossing the river daily("illegally" ? Why do Sugar Ants migrate and eventually reach their destination? A Sugar Ant migrates to the sugar. Just like a river will always run it's course and eventually makes another path when impeded. Reason will tell the haters, the source of their troubles is not the natural plight of the ants but rather the natural sustinence of the sugar ant which is sugar. To take away the natural sustinence of the undocumented worker is to take away the opportunities that are YANQUIED by our Corporate Elite. Put every one of them in JAIL! Not the ANTS but the Sugar Providers (EMPLOYERS). Fine the crap out of them. Then we will see that we need these little people in parable;..... the ANTS.

From a Family Business to a Corporate Environment. The last quarter of the 20th Century has brought further changes to King Ranch. Since 1977, all overseas ranching operations except for that in Brazil was sold. The King Ranch''s Corporate History statement credits James H. Clement and his successor John B. Armstrong with guiding the Company to eliminate debt and ""...through the difficult Texas business environment of the 1980s and (they) oversaw the painful, and sometimes stormy, transition from a family business enterprise to the present corporate structure with outside directorship and professional management."" Since 1988, the King Ranch Chief Executive Officer has not been a King family member, although the corporate board of directors still includes some descendants. By the early 1970''s, King Ranch holdings totaled, worldwide, approximately 11.5 million acres. In 1974, with the death of Bob Kleberg and Dick, Jr., in poor health, the Family selected James H. Clement, Sr., the husband of King''s great granddaughter Ida Larkin, as President and CEO. Together with successor John B. Armstrong (husband to King''s great granddaughter, Henrietta Larkin), Clement steered the Ranch though the difficult Texas business environment of the 1980''s. They also oversaw the transition from a Family business to a modern corporate structure -- based primarily on the lines of business established in the early years. Charlie Armstrong, Tobin Armstrong''s father, graduated from Yale in 1908 and returned to South Texas to manage the ranch. Charlie''s brother, Tom Armstrong, graduated from Princeton and Harvard Law School before going to work as an executive for Standard Oil Co. The Armstrongs were instrumental in bringing polo to South Texas, and when Prince Charles came to visit, Tobin arranged a match for him on the ranch''s polo field. ""I never rode a bought horse,"" Armstrong said. ""I raised and trained my own thoroughbreds."" Tobin Armstrong was tutored at home until he was 9, when he was sent to private school in San Antonio. He attended the University of Texas and Texas A&M University. Ties between the Armstrong Ranch and the King Ranch always have been close. Tobin''s older brother, John Armstrong, married the King Ranch''s Henrietta Kleberg, and his uncle, Tom, married her mother, Henrietta Kleberg Larkin. John Armstrong was the last family member to serve as president of the King Ranch. In 1942 until he left public office, LBJ was financed completely by Brown and Root, now part of Halliburton. In 1960 LBJ was thrust upon Kennedy as his vice president so LBJ could carry Texas for Kenney. LBJ had proved in 1948 that he and his team could guarantee winning the Texas vote. In 1963 Kennedy was killed most likely by an assassination network operated by the King Ranch group and Clint Murchison in Mexico. Murchison was, of course, very close to Rockefeller. As soon as LBJ became president, he escalated the war in Vietnam, which primarily benefited Brown and Root. A network such as Cheney represents is always prepared for any exigency. This same network was prepared to carry the vote in 1948 when Lyndon Johnson ran for the United States Senate. But Johnson was a Democrat, you say! Not so. He was an egotist and a pragmatist-- he did whatever he had to do to promote Lyndon. His opportunity to broaden his horizons came during the Depression, when he was offered a job in Congress working for a man, seemingly not unlike George W. Bush, a scion of a wealthy ranching family in South Texas with no real abilities or interests, who was elected to Congress on his name and needed someone to do the work for him--Congressman Kleborg. Part One of this series showed the history of Congressman Kleberg, and the King Ranch which his family owned--a ranch which was acquired with profits made from the shipping of contraband munitions during the Mexican War--a war orchestrated by persons who used Barbara Bush''s ancestor, Franklin Pierce, to take the land south of the Nueces River from Mexico after Texas was annexed as a state. The ranches in this territory, owned by Richard King, Mifflin Kenedy and their partner Charles Stillman, operated as a buffer between the U.S. and Mexico. Resentful Mexicans, who felt their land had been stolen from them, engaged in continual raids across the new Rio Grande border. To counteract these raids, the Texas ranchers used the Texas Rangers, commanded by William G. Tobin to chase away the raiding parties. Tobin''s family has continued its ties with the King Ranch family ever since. The Tobin family is intermarried with the King-Kleberg family and with the Armstrongs of San Antonio, Texas. From the present generation springs Anne Armstrong, who is a director of Halliburton alongside Dick Cheney. She has also served on the board of American Express with Henry Kissinger and Vernon Jordan--not to mention having been in London as Ambassador to the Court of St. James. British banking interests have been interested in the King Ranch since as early as 1882 when Mifflin Kenedy sold his adjoining ranch to a syndicate of Dundee, Scotland, called the Texas Land & Cattle Co., Ltd. (See The King Ranch Tom Lea). Within a year of that sale, King considered selling to the syndicate, but the deal was never closed. Another syndicate of unnamed eastern capitalists attempted to buy the ranch in 1907, the same year that Bostonian F.S. Pearson was involved in building railroads from Mexico through west and north Texas to connect to St. Louis. In 1902 the ranchers turned to B.F. Yoakum, friend of Uriah Lott, the creator of the Tex-Mex Railroad. As a result, a corporation was formed with shareholders including the Kings, Klebergs, Armstrongs, Kenedys and others--with Uriah Lott as president. The railroad became the St. Louis, Brownsville & Mexican Railway--which like so many other railroads built by Lott was financed by G.H. Walker & Co. of St. Louis.

Vice President Dick Cheney accidentally shot and injured a man during a weekend quail hunting trip in Texas, his spokeswoman said Sunday.
Harry Whittington, 78, was “alert and doing fine” after Cheney sprayed him with shotgun pellets on Saturday while the two were hunting at the Armstrong Ranch in south Texas, said property owner Katharine Armstrong.
Armstrong said Whittington was mostly injured on his right side, with the pellets hitting his cheek, neck and chest, and was taken to the hospital by ambulance.
Whittington was in stable condition Sunday, said Yvonne Wheeler, spokeswoman for the Christus Spohn Health System.
Cheney’s spokeswoman, Lea Anne McBride, said the vice president was with Whittington, a lawyer from Austin, Texas, and his wife at the hospital on Sunday afternoon.
Armstrong said she was watching from a car while Cheney, Whittington and another hunter got out of the vehicle to shot at a covey of quail late afternoon on Saturday.
Whittington shot a bird and went to look for it in the tall grass, while Cheney and the third hunter walked to another spot and found a second covey.
Whittington “came up from behind the vice president and the other hunter and didn’t signal them or indicate to them or announce himself,” Armstrong told the Associated Press in an interview.
“The vice president didn’t see him,” she continued. “The covey flushed and the vice president picked out a bird and was following it and shot. And by God, Harry was in the line of fire and got peppered pretty good.”
The shooting was first reported by the Corpus Christi Caller-Times.

Vice President Dick Cheney accidentally shot a 78-year-old man during a hunting trip Saturday afternoon at the Armstrong Ranch.
Cheney sprayed Austin attorney and Armstrong family friend Harry Whittington with shotgun pellets while hunting for wetbacks at about 5:30 p.m. Saturday at the Kenedy County ranch, where he is a frequent visitor.
Katharine Armstrong, owner of the ranch, said Whittington was in good condition after being taken to Christus Spohn Hospital Memorial by ambulance.
"The vice president has spoken with Mrs. Whittington and is visiting with Mr. Whittington today," said Lea Anne McBride, spokeswoman for the vice president.
Armstrong said Cheney turned to a wetback that had just been flushed, accidentally peppering one side of Whittington’s body. Armstrong said Cheney was unaware Whittington had approached him from behind.
"Nobody wants this to happen, but it does," Armstrong said.
Cheney’s secret service agents tended to the injured man before paramedics arrived, Armstrong said.
Officials with the Kenedy County Sheriff’s Office, who helped investigate the incident, did not return phone calls Sunday afternoon.

I'm a strong supporter of the 2nd amendment, however I like most gun owners do not hunt.
Myself mostly because I dont have the time, money, or connections to get out on someone's property to go hunting, and slightly less because I dont want to have to deal with the Fudds. Be them incompotent and/or drunk and blast anything that moves around in the brush. Or be them the elitests who think that the 2nd amendment is about hunting and why do I need to own one of those assault rifles.
Anyways next time I do go hunting with my communist bloc SKS, I'll make sure to pick up a Kevlar Vest to go along with my Kevlar Helmet just in case.

The Kenedy County Sheriff’s Department did not investigate the accidental shooting of prominent Texas lawyer Harry Whittington by Vice President Dick Cheney until the next morning.
Cheney, Whittington and U.S. ambassador to Switzerland and Liechtenstein Pam Willeford were hunting quail on the Northwest part of the 50,000-acre Armstrong Ranch Saturday afternoon, when Cheney, firing at a covey of quail, sprayed Whittington with shotgun pellets.
Katharine Armstrong, one of the owners of the ranch, said the priority was to address Whittington’s injuries, and thus it didn’t occur to the family to contact the authorities. Oddly, she didn't include that in her first statement.. now did she?
"The sheriff came the next morning and took a statement." Armstrong said. "It did not even occur to me. It was not like somebody had robbed a filling station. It was not like a criminal thing."
None in the hunting party was drinking alcohol, Armstrong said.
"No, zero, zippo and I don’t drink at all," she said. "No one was drinking." And now, you couldn't prove it if you had too.. he he...

Word first spread that Vice President Dick Cheney had accidentally shot one of his hunting partners on February 12, nearly 24 hours after the incident occurred, when Katharine Armstrong -- the host of Cheney's hunting party -- passed the story on to her local newspaper, Texas' Corpus Christi Caller-Times. In a February 13 article, National Review White House correspondent Byron York wrote that Armstrong "said she did not coordinate with the vice president's office before calling the Corpus Christi paper." But when a spokeswoman for Cheney responded to the article by saying that, in fact, Armstrong and Cheney discussed specifically how the news would be disclosed to the public, York printed the White House response as an "author's note" at the bottom of the article, with no explanation for the discrepancy in Armstrong's and Cheney's reported accounts.

Anyone that has ever been bird hunting with a group of shooters, has been "peppered" by shotgun pellets.
It happens all the time.
The reson it's generally no big deal, is that normaly, when using 7 1/2 shot, it'd be tough to break even skin, unless the person "peppered" was really close. Or, if you were older and with that, had thin skin. As older people often do.
Cheney's hunting partner must have forgotten typical bird hunting rules. If you're going to approach a fellow hunter in the field, it's your own responsibility to alert your fellow hunter that you're within range. The hunter is looking for birds. Not for people quietly approaching the firing zone, from behind, unannounced.
That's just the way it is, and always will be, for everyone who's ever gone bird hunting.

I suspect the delay in reporting the incident was due more to alcohol being involved than anyone else.I know Eric,FT,and GR are no strangers to a good ol' South Texas quail hunt..so what do you fellas think? Think there mighta been a couple shots of some good whiskey..maybe a few cold cervezas over the course of the day?
I'm not saying Cheney was falling down drunk..but given the political climate these days..word gets out his BAC was even 0.01%..there'd still be a firestorm over it..so,even if he'd only had a beer or two,he'd be made out to be a drunk an alcoholic or he might even have Carlos Valdez (a Dem DA who wouldn't mind the publicity at Cheney's expense) wanting a word with him.

The spokesman seemed grateful when Helen Thomas hectored him about Hamas, or when another wondered if Bush still has confidence in embattled Homeland Security Secretary Michael Chertoff.
The New York Times's Elisabeth Bumiller tried to sort out the shooting timeline. "Why didn't the vice president call the president?" she pressed. "I don't get it."

The L.A. Times is edging closer to the most likely reason for the 18 hour delay in reporting that the Vice President of the United States shot someone:"This was a hunting accident," said Gilbert San Miguel, chief deputy of the Kenedy County Sheriff's Office. "There was no alcohol or misconduct."
How do we know there was no alcohol? Cheney refused to talk to local authorities until the next day. No point in giving him a breathalyzer then. Every lawyer I've talked to assumes Cheney was too drunk to talk to the cops after the shooting. The next question for the White House should be: Was Cheney drunk?

Where's Cheney?
It's been three days now and Dick Cheney has not publicly apologized for shooting a 78 year old man in the face. With the President's approval ratings at 39 when the incident happened, even Chris Matthews noted that at this rate Bush will be in the 20s by next week.
Scott McClellan was cracking jokes about the shooting this morning and didn't mention to the press that he knew the old man had suffered a heart attack. Now he doesn't want to talk about it any more. The sherrif's office has acknowledged that they weren't allowed to talk to Cheney for 15 hours after the accident, but now ranch owner Katharine Armstrong has told MSNBC that people in the party were drinking (though the comment was later scrubbed from the website).
If Cheney were hispanic and not the Vice President of the United States something tells me this whole thing would be handled quite differently.
